He graduated from the banking Institute College Prague and Janko Jesensky Faculty of Law. After 1989 he built his own business in the area of the enterprise software development and in 1996, he was elected as Member of the Parliament of the Czech Republic. He served as Deputy Finance Minister responsible for taxes, customs and information technology and he also held the position of Deputy Minister for informatics with major responsibility for electronic communications and postal services. He is one of the key co-authors of the Act No. 127/2005, Coll., on electronic communications. Between 2005 and 2009 he was a Member of the Board of Directors of the Czech Telecommunications Office and in 2014 and 2015 he served as a Member of the Board of Directors of O2 Czech Republic. Since June 2015, he has held the position of the Member of the Board of Directors and the Strategy and Business Support Director of CETIN.
