Wars do not start with firing a shot: cyberspace, the cognitive domain, and whole-of-society responsibility
Speakers IS2 2026
Karel Řehka
Modern conflicts occur below the threshold, in cyberspace and the cognitive sphere. The fight is over societal confidence, attention and cohesion. National defence is no longer exclusively a mission for the military – it requires engaging the public, a proactive approach, and early recognition of threats that emerge without warning. What is at stake is our ability to survive in an environment where speed of response, resilience, and readiness to think out of the box decide the outcome.
